Lokpobiri to Abacha’s son: Oil blocks belong to FG

Heineken Lokpobiri, Nigeria’s Minister of State for Petroleum Resources (Oil), emphasized the country’s sovereign rights over the oil prospecting licence (OPL) 245 oil block during a press briefing on July 12.

Lokpobiri stated unequivocally that all oil blocks in Nigeria are owned by the federal government. Addressing recent claims and disputes surrounding OPL 245, he acknowledged the complexity of the matter, particularly concerning Malabu Oil & Gas Ltd, the original recipient of the OPL awarded in 1998 during the tenure of Sani Abacha, the former head of state.

In response to challenges from Mohammed Abacha, son of the former head of state, who contested Lokpobiri’s assertion that the OPL 245 issues were resolved, Lokpobiri reaffirmed the federal government’s stance. He underscored that oil blocks are national assets held by the federation, and it is the government’s duty to ensure Nigerians benefit from their exploitation.

“I don’t wish to engage in disputes with the Abacha family regarding OPL 245. However, it is a fact that every oil block in Nigeria is owned by the federal government. We grant licenses to various operators,” Lokpobiri stated.

He further emphasized the government’s commitment to resolving the protracted issues surrounding OPL 245 in alignment with Nigeria’s overriding national interests. Lokpobiri also pointed out the legal framework governing such matters, emphasizing the government’s adherence to due process.

The OPL 245 saga has been marked by significant legal and international scrutiny since 2011 when Shell and Eni paid $1.1 billion to acquire the block from Malabu Oil & Gas Ltd. Despite various legal challenges and allegations of corruption, recent developments have seen some legal proceedings closed without convictions.

As the matter continues to unfold, Lokpobiri reiterated the government’s resolve to manage the country’s oil assets in accordance with legal norms and national interests.
